StFX PAL Consent & Readiness Process

(Effective January 2, 2026)

The PAL is a requirement introduced by Immigration, Refugees and Citizenship Canada (IRCC) for most undergraduate study permit applications to Canada. 

To support a stronger study permit application and ensure readiness before a PAL is issued, StFX requires the submission of the documents below. These materials are reviewed internally prior to requesting a PAL on your behalf. 

Required Documents

Draft Study Plan

Your study plan should outline your academic goals, your chosen program at StFX, and how your studies align with your future plans.

Proof of Means of Financial Support

To demonstrate that you can cover the cost of your first year of study in Canada, you must provide documentation showing sufficient funds for: First-year tuition, and $22,895 CAD for estimated living expenses. 

While IRCC does not require students to prepay tuition, prepayment of tuition is one of the strongest indicators of financial capacity. 

For StFX’s internal review, you must submit at least one of the following: 

• Bank Statements 
• Personal or parental bank statements from the past four months, in Canadian or U.S. dollars. 
• Guaranteed Investment Certificate (GIC) 
• Evidence of a GIC from a participating Canadian financial institution. 
• Educational Loan 
• Proof of a student or educational loan from a recognized financial institution. 
• Proof of Payment 
• A receipt confirming payment of first-year tuition, if applicable. 
• Letter of Support 
• If funds are being provided by a family member or institution, a letter of support must be included along with proof of funds in the supporter’s name. 

Consent to Issue a PAL

By submitting this form, you provide consent authorizing StFX to request a Provincial Attestation Letter on your behalf. PALs are issued after the documents are verified.

Review and PAL Issuance

Once submitted, our on campus Regulated Canadian Immigration Consultant (RCIC) will review your documents. When the review is complete and your file is confirmed as PAL-ready, the Admissions team will issue your PAL and send it to you by email in PDF format.
