Do all international students need a PAL?

Most undergraduate international students will require a Provincial Attestation Letter (PAL) to apply for a Canadian study permit. If a PAL is required for your application, StFX will guide you through the process once you have confirmed your offer and completed the required steps. 

What documents are required before a PAL can be issued? 

Beginning January 2, 2026, confirmed international undergraduate students must submit: 

  • a Draft Study Plan, 
  • Proof of Means of Financial Support, and 
  • Consent to Issue a PAL. 

Detailed instructions will be provided once your confirmation deposit is received.

Why do I need to submit documents before a PAL is issued?

StFX reviews these documents in advance to help ensure your study permit application meets IRCC requirements. This readiness step is designed to: 

  • reduce delays, 
  • identify issues early, and 
  • support a stronger chance of approval. 

When should I request my PAL?

You should request your PAL only when you are ready to submit your study permit application. PALs are valid for 10 weeks from the date of issue and cannot be extended.

Who reviews my documents?

Your documents are reviewed by our on-campus Regulated Canadian Immigration Consultant (RCIC). Once your file is confirmed as PAL-ready, the Admissions team will issue your PAL. 

How will I receive my PAL?

Your PAL will be sent to you by email in PDF format.

Can I request more than one PAL?

Additional PALs are not guaranteed and are reviewed on a case-by-case basis.
